That dryer works very similar to a dryer I worked on not long ago with same idler. basic electrolux style dryer with various hotp[oint ge name brands attached to it.
Either the belt is broken or possibly the motor starter has failed. Very often the belt. Be warned though, modern day tumble dryers use stretch belts that can be very difficult to fit.
