Cell phones usually have 2 ways of getting onto the Internet, either by Mobile Broadband or a WiFi connection.
To use Mobile Broadband you must have a contract/pay-as-you-go arrangement with your service provider. You will need a Username and Password from your service provider in order to log onto the Internet from your particular phone. If you have these then ensure that you have sufficient signal strength to receive data (requires higher signal strength than straightforward calls) and contact your service provider if you cannot log on.
Since you can get onto the Internet via WiFi, I'll not go further than this.

Go to Preferences (prefs) and make sure that the network is set to WiFi, then go to Wifi and make sure that the wireless radio is turned on. Then click on setup, let it scan for any available network. Then when it finds the network, click connect.

i think your problem is very simple
you need to clean your temporary internet files folder and you need to delete cookies if you still need help i can remotely connect your computer and fix it easyly
If I understand your setup, the computer's got the internet connection, and you want to bluetooth your wife's iPaq to the computer and through it out to the internet? And you've managed to pair the iPaq and the computer?
Have you set up a pass-through relationship on the computer using ActiveSync?
