its possible that the seals in the wheel cylinder were damaged from the previous problem when it didn`t fix the problem.was the replaced seal a new one or a used one that the someone installed or the seals were defective from the manufacture.also were the brakes shoes cleaned of the brake fluid that was on them from the original cylinder leaking on them as this can cause the brakes to lock up,as well as if the brakes are not adjusted properly can cause this as they will catch and turn with the drum until it can`t rotate any more causing the brakes to lock up.as far as the hardware missing then the person that replaced the wheel cylinder didn`t replace everything that they took off or didn`t know what was suppose to be there as far as parts.

YES MY PROBLEM HAS BEEN SOLVED.I CALLED OVERSTOCK WHERE I BOUGHT MY T.V.ON LINE AND GOT AN ANSWER TO MY PROBLEM.
I DIDN"T THINK MY ANSWER WOULD COST &20.00 THATS WHY I DIDN"WAIT FOR AN ANSWER.
