I am not sure about this particular machine but in most machines there will be a nob on the front loose low numbers like 0 1 -2 work well on number 3. If the nob is not on the front check and see if it is on the side.
You can go to the consew official website and download the PDF file for the 210 model. It's the same as the 230 r-1 (which i have). I found this information by calling the consew headquarters. before starting to sew
1.make sure the top thread & bobbin thread have a thread tail of 3 to 6 inches
2.make sure the thread tails are pulled behind the needle toward the back of the machine
then put the fabric under the presser foot to sew
when your finished with the seam, after the thread is cut from the fabric,, leave the thread tail the same as above before starting to sew again

I couldn't see your model number listed but have a look at a few of the diagrams for other Consew machines to see if they are similar to your machine.

Check your manual to see which way the flat side of the needle shank should face. With modern machines, it's usually to the rear, away from you, but with older machines there was more variation.
The most common reason the needle won't pick up the bobbin thread is because the flat side of the needle is facing the wrong way for that machine.
Make sure the needle is inserted all the way in with the long groove to the left. Threading is through 1)the thread guide 2)The tension 3)The take up lever 4) The needle eye (left to right).
Remove the needle plate, thread the machine. Turn the hand wheel and watch the thread in the needle to see if it is above the eye of the needle. If it is, the machine needs to be retimed.
