Easy, if you had a passenger with you, then nothing. If you were by yourself the city has a picture of your license plate and they will mail you a bill. I got one in a rental. The Rental Bussiness sent me a bill, for 14.00. Part of the fee , the Rental Bussiness added a charge. In Houston Tx. If alone, It cost a dollar to use the HOV, if a passenger is with you.? It is free.

The track worked great for the first month and my son loved it. Then one controller went bad and wouldn't supply any power to the track when the trick was pressed. Then other sections of the track started loosing power for some reason. This makes the entire track completely un-usable as the cars can get enough power to go around the loop.. All the railing constantly fall off and you have to re-attach it. This is very cheap quality and I am disappointed.

if the passengers are using the seat belts and are inside the car-- yes
there can be no one in the boat being towed and all items ( cooler , rods , seats etc) have to be restrained with a device like a cargo net
remember that there may also be speed restraints on towed vehicles

HOV stands for High-occupancy-vehicle lane. Your TomTom may be able to find these lane, and let you use them.
