The private cloud is significantly built to accommodate the cloud computing needs of any organization. Private clouds are only available to selected users. Yes, they are little expensive but are far better than the public clouds. Some of its features are as follows:
1. Predictable
2. Exclusive
3. Made to measure
4. Versatile

In my opinion the private cloud as you mentioned is:

1) "Off the grid" and is personal to yourself using your own hardware, not some 3rd party company where you sign their terms and conditions.

2) Your data is as secure as you make it, by using VPN to access your central hub say for example at home and the use of antivirus and firewalls etc.

3) Privacy is not an issue, your data is as private as you make it. As you will be pulling (download data) and pushing (upload/saving) data to your own network in the cloud.

4) You are in control of your private cloud, as you control who has access to your data, and who the users of the cloud could be...

5) The costs of a private cloud can be as cheap or expensive as you make it, you could have a secure leased internet line, or just normal broadband. A pc just sitting in a corner or a private cloud computing setup connected to the network which could be mining crypto currency...

The private could is what you make it, tailor made to your personal needs.
