Those blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. If blinks continue without any pause, the main board is faulty

The pulsing dial tone usually indicates a message on the service provider's server, not on your phone. Contact your provider to find the procedure to access these messages.

If that is the Voice Mail Waiting indicator light at the top of the handset and on the base, you need to press Menu on the base. Use the up/down arrows to select VMWI Reset. Press Menu again to select this sub-menu. Use the arrows to highlight Yes and press Menu again. You may need to contact your telephone company to make sure that the voice mail service is still compatible with the Frequency-Shift Keying message notification. Some broadband (particularly DSL) systems can cause telephone interference. Check with the broadband provider if you need a DSL filter (or similar item) to keep the interference from corrupting the VMWI information.
