After installing new carburetor gaskets, the mower starts very well but the engine will immediately go to high speed. I note that the tension spring on the governor lever stays tight and the throttle plate on the carburetor remains nearly wide open no matter whether the mower is running or not. This mower has no throttle control on the handlebar.
Governor spring may be in a bind or missing or even old resulting in stretching. Look at an ipl (Illustrated Parts List) to see location of spring and check on you engine. This happens if engine is exposed to to much moisture resulting in rust, weakening the spring, or upon replacing another part trapping the spring in someway due to improper reassembly.

You may want to check the gas cap to see if it clogged with dirt. If the gas cap is clear, you more than likely have a carburetor problem. If you need tips on carb. cleaning, feel free to ask.

Check your air cleaner...then check fuel line from pump. Pull fuel line off carb make sure fuel is present. :)

I'm not sure this will be of any help, however, try spraying WD40 on the choke butterfly. It may be a little sticky from varnish from old gas. Be sure the butterfly is moving freely.
