Has the fuel filter been replaced lately? Also you can look to see if the new spark plugs are getting fouled out still. Sometimes just replacing the spark plugs wont fix the problem.
Is the gas more than 5 months old? If so drain the old gas and replace with fresh gas. If that does not fix it try replacing the fuel filter. If that doesnt fix it try cleaning and re-gapping the spark plug or replace the spark plug. If none of these easy fixes do it then it could be a dirty carb.
There are 2 Possible Causes for this Problem.
1- The Carburetor Requires Soaking and Cleaning.
2- The Valve Clearances Require Setting.

Remove spark plug, clean and dry. Replace plug. Remove air filter. Spray WD-40 into carb opening; one second blast. Turn over engine, (pull handle). Engine should start briefly and run for 3 seconds. If not, you are not getting spark to spark plug. If engine starts, you have a dirty carb and you can buy a rebuild kit from manufacture.
