Remove the cover and the screw holding the recoil down, turning the pulley ccw should release the spring then wind rope around pulley and (hopefully yours has the slot in it) wind in the direction of the pulley teeth then, holding rope in slot put back on spring and wind cw till almost tight, and install screw. Usually you can do this without taking rope handle off. sometimes you have to remove handle. look at spring end in the middle and make sure its not broke as long as you have it apart. Its a easy fix.
Thanks for using fixya

Sounds like the starter dogs are broken. They are little plastic teeth that engage to turn the engine when you pull the cord. You'll need to replace the whole starter assembly to fix this.

What is the gas to oil ratio for weed eaters?

Most gas weed eaters use 2-cycle engines. For the Homelite 2-cycle engine trimmers, use a 50:1 ratio of gasoline to the Homelite lubricant. (For 1 gallon of gas, add 2.6 oz of the oil.)

Many Homelite tool manuals are available here: http://www.homelite.com/service_support/product_owners_manuals . Scroll down to find your string trimmer.

I hope this helps.
