the HDD is dead or windows, dead, no OS STATED BY You. or....
or the coin cell is dead causing the boot device to be WRONG.
no PC this old has good coin cell., replace it.
if the BIOS pages how time and date wrong, COIN BAD.(RTC)
if the BIOS settings keep SCRAMBLING its BAD COIN TIME.
if the beep codes scream bad CMOS memory its COIN TIME.
the coin fails from 5 to 10 years, less if parked in the sun for 3y.

Unfortunately the OS got corrupted and you need to re install the Operating system.
There is no other way to fix the problem but use the recovery disc.
If you dont have a recovery disc you may want to contact the manufacturer of your laptop and order one.
Or if you can use a retail version of Operating system and once finished installing you may need to download the drivers of your laptop on the support site.

Try another hard drive in the system, sounds like the drive is going bad, then after replacing the hard drive, then go ahead and recover the system. Bad sectors on a hard drive can make it where it won't restore.
If you can get your hands on a windows boot disk, then you can try to format the hard drive, wiping it out and installing it can fix that problem as well.
