Smokey 2 cycle oil will cause the exhaust ports to carbon up and plug the spark arrestor. Remove the muffler, use a pick to clean out the exhaust port on the engine, and the muffler inside opening, then clean the spark arrestor screen, to assure yourself you are correcting the problem start the machine up with the muffler off, it should run like a charm, if it goes back to running badly when you reattach the muffler it may be clogged on the inside.
Remove your spark plug, take a rag and dry it up shoot a little WD-40 into it reinstall. Do not prime the unit or turn the choke on just pull it should start for you, make sure you are are not leaving the choke on, that is a common mistake.
One line (the one with the fuel filter in the end of it) comes out of the fuel tank and goes to the bottom fitting on the carburator. The second line comes out of the tank and goes to the bottom fitting on the primer bulb. The third section of line goes from the top fitting on primer bulb to top fitting on the carburator. Hope this helped and best wishes.

it is normal to see air bubbles in line when pumping the bulb. to make sure what the problem is, try starting several times, remove spark plug. if dry, yes no fuel, remove the carb. if wet, place plug on engine block and look for blue spark. no spark means you need new plug, plug cord or ignition module
I have the same issue of clutch removal on a Ryobi 725r. Actually the clutch finally died after many years of use. Instead
of using a screwdriver to hold the piston I recommend using a piece of
clothesline rope. It will be easier on the internal components and
won't scratch up the cylinder walls or piston. Just be sure to leave a
small amount hanging out of the spark plug hole so you can pull it out
afterward.
