The only thing I can think of for 'LL' is 'Low Liquid'. It may also be 'eLLement' and they can't spell.
Unfortunately 'Cooks Essentials is a QVC trademark. They don't make them, they just buy from China and sell them. This page on the manual for _this_ model (you don't tell yours, 6 QT is a size, and they do lots) tells you about repair and warranty. It sounds like you have an element gone and the error is telling you in Chinese.
Which model do you have (since some post to Fixya under a header related to their unit but not their exact model)? The manuals are available on the product page at the Wolfgang Puck cookware site. You can remove the plastic cover from the vent valve and it will work fine. If you remove the plastic cap, you will need to manually tilt the valve with a utensil to "quick-vent" the cooker. Watch out for steam burns! Should work fine after that. You need to unplug the cooker and re-plug it to reset the "E4" error message.
It's on the left hand side under the panini maker...the picture is of the 7.5 size but under that picture it does have a drop down menu that says model # and that 5 qt Pressure Cooker with that Model # is there...

Raw Rice - 2 Cups (400 gms.)
Water - 6 Cups.
(The ratio of rice to water is 1:3)
PROCEDURE
Step 1:First wash the rice in water thoroughly and drain the water.
Step 2:Take a vessel ,the capacity of which is double the quantity of raw rice that is to be taken.
Step 3:Now,add the washed rice into this vessel and pour 6 cups of water into it .
Step 4:Now, place this vessel containing rice with water in a pressure cooker and add the pressure weight on the cooker top.
Step 5:Heat the pressure cooker for 20 minutes only.
Rice has been cooked.
NOTE: *After heating the cooker for 20 minutes,donot open the cooker immediately.Wait for 15 minutes and then open ,otherwise the cooker would burst open.
