not sure if this will help you out. To restart your Fire TV: Unplug the power adapter for three seconds, then plug it back in. You can also restart your device with your remote. Press and hold the Select and Play/Pause buttons at the same for about five seconds, until your device restarts.

There is no capability to use a fire stick on a laptop. Even those with HDMI ports won' support it since laptop HDMI ports are output only.
Anything you can access with the fire stick you can already access online, so you really don't need the stick. Here is a forum discussion thread on the issue. Hope it helps!
