Hi the driver board and power board may be built on to one, but i think you have a shorted led in the panel,

no, you need to test the backlight voltage with mulitmeter, there's usually a connector with red a black wire this is for the backlight, not sure of the exact voltage for your tv, some boot up to about 190v dc the drop down to about 160v dc if it drops to about 115v dc the led in the panel has shorted,also test the large diodes, thanks
