I will assume you have bled the fuel system per the owners manual to ensure no air lock in your system. This is especially critical after replacing the injector pump.
The next step is to ensure you fuel filters are good and flowing and last but probably the problem is the screen on the petcock (fuel shut off) in the fuel tank. Remove this shutoff valve and clean the screen with a fine wire brush and carburetor cleaner.

this problem is related to the auto-snesing carburator. If you wrap the throttle cable, that runs down the left side of the mower, around the handle several times and tie wrap in place the mower will run. I had the same issue with mine. the manual is vague at best when it describes how to fix. After you wrap the cable around the handle, it will tighten the cable and the mower will run.

Unless you have a diesel, the black smoke at start up is not normal, it should be white if anything. It sounds like you are burning very rich, or no air at all, check the air filter, check the fuel cond, check the governor thing, make sure it moves freely and rebounds. Change the spark plug. I don't know what else it could be without being there. The carb could be clogged up, some carb cleaner wouldn't hurt. Hope this helps.
