When you say lock the drive are you asking to lock access to the drive entirely when you disconnect it from your computer no one can access your files if they find the drive and try to put it on their computer and open it,

yes the PC will not boot when the external driver is connected, thats cause you dont have any boot files on the drive.
SOURCE: Seagate external harddrive with windows 98 OS
Remove (or take to your local computer shop) the Win 98 hard drive from the computer.
Put this drive in an external USB drive enclosure.
Plug this enclosure into a Windows XP vintage computer.
Copy the data to this computer.
Save Win 98 drive for posterity!

Is it recognized when connecting to another computer?
If not, then either:
* the USB-to-disk-drive adapter inside the casing has failed,
* the disk-drive inside the casing has failed.
If the former, then disassemble the case, and remove the disk-drive,
and connect the disk-drive as a "slave" drive in a desktop computer,
to see if the files on the disk-drive are still accessible.
If the unit is still under warranty, exercise the warranty, to get a replacement.
