I packed my spa for the winter, and it was working perfect, but now i tried to set it up again and the pump doesn't turn on when plugged to electricity

Hopefully you have not fried the motor. To free a stuck motor: try to reach past the strainer to the impeller and turn it. If you can't do that, remove the electric end cover and find a double flat for a wrench where the shaft goes into the motor. Or maybe you can remove the spring thing from the end of the motor and move the shaft with a pair of vise grips or pliers. Don't damage the place where the spring thing mounts. Don't try to move the motor with the plastic fan thing near the pump, you'll just break it, and then you really have problems.
To keep a motor from sticking, thru off season occasionaly spin the pump, just a few seconds will do, don't need water.

Anytime a breaker is tripped regularly there is cause to suspect something is wrong. We could sit here all day and speculate as to what it is, but unless you are fairly comfortable with electrical problems I'd suggest calling a qualified tech out to have a look. Something has obviously changed since it apparently did not do it before.

One thing to check: Make sure the amperage on the breaker is equal to what the manufacturer specs call for. Heat uses more electricity than any thing else. It may be too much demand on a breaker too lightweight.

I have had a few troublesome units over the year that did as you describe due to 'dew' overnight collecting around the tub and the increased moiture sent the motor of the circ pump "over the edge" iinto a grounded state. A leaking pump seal was adding to the problem. Once the seal leak along with the dew got high enough the GFI would sense the grounded condition and trip. Fixing the pump seal and drying/cleaning the motor fixed the problem every time. If you find any other leak sources around the pump you will need to fix them as well.

Lazy-spa pump makes noise when running

There are many things that can make a pump make noise, more information like what kind of sound the pump is making would be helpful to diagnose your pump issue.

Possible noise issues are, low water level, worn bearings, impeller or suction line impediments.

Impeller won't turn after long winter.

If this is under warranty call the manufacturer. If it was purchased at a big chain store like cost-co call them. It is very common for hot tubs that are shut down most of the year to have these problems. The motor shaft seals need to stay wet, but when shut down they are dry. When they go dry they shrink, causing leaks, which will in turn let water leak into the motor housing, which will in turn seize the motor bearings. It is much better once you have it up and running to run it year round, and when not in use, turn down the temperature as well as switching the controls over to "economy" Every spa made in the last 10 years has this setting. It will cost $.25 /day to run like this (about) which is way cheaper than service labor and parts. If you have a good spa tech. he should be able to replace the bearings for $35 each plus one hour labor per pump. If you have a bad spa tech. just pay to replace the pumps or do it yourself.

I have an appolo spa explorer model...bought it

you must have a small pump call laing if you do, air picket inside the plumbing try to turn both pump on high and wait few minutes if doesn fix try to loose the nut just a little bit with the breakers off and let the air go out. try one more time. if doesn work turn on high both pump and touch if they are working then a impeller may be broken inside one of them try to turn each one separate to find wich one as t he broken impeller.
