Just spray it where it adjusts with WD-40 or better rust remover. Get good stuff at your Auto Supply Store. Let it work overnight and your problem should be solved.

I would start by making sure the crankshaft is actually bent, as a pro I've owned Honda mowers and throught he years I've hit all kinds of things and have never bent the crankshaft of any mower, these were regular mowers not some super commercial model so get a second oppinion, if the crank is bent buy another mower as it's too expensive to fix and you will lose warranty anyway and then get rid of that stump!

The carb needs to be cleaned. The main jet and nozzle are the areas to pay attention to. The main jet screws into the carb in the same spot that the float bowl screw goes into. The nozzle sits above that and if you tap the carb (carefully) on the bottom once the main jet is removed the nozzle will drop out. Use a small piece of wire to clean all the small holes in the jet and nozzle. Make sure they are open and free of clogs. This is a common problem with all small engines.
