Wow! I've come to discover that this entails quite a process. If they can prove that they have delivered your package there is really no recourse through USPS themselves, if your package was insured you might have an option in filing a claim with them. But,
- USPS gets 7 days to deliver your package. If it's still not there after 7 days, you can initiate a Missing Mail Search, this is all they will do for an uninsured package they say is delivered.
Visit https://www.usps.com/help/missing-mail.htm and setup an account if you don't have one. If it was insured, registered, COD, then you also have to be sure it's done within their "window of opportunity". If USPS determines the package was delivered, you'll have to treat it as a stolen package, which in your case they have.
