USPS says package delivered. Was not. Need to apply for refund..

Wow! I've come to discover that this entails quite a process. If they can prove that they have delivered your package there is really no recourse through USPS themselves, if your package was insured you might have an option in filing a claim with them. But,
- USPS gets 7 days to deliver your package. If it's still not there after 7 days, you can initiate a Missing Mail Search, this is all they will do for an uninsured package they say is delivered.
Visit https://www.usps.com/help/missing-mail.htm and setup an account if you don't have one. If it was insured, registered, COD, then you also have to be sure it's done within their "window of opportunity". If USPS determines the package was delivered, you'll have to treat it as a stolen package, which in your case they have.
For uninsured packages USPS claims to be delivered the follow these steps

  1. Be aware that if USPS can prove that the package was delivered, you won't be able to file a claim with them because they fulfilled their end of the bargain.
  2. File a complaint with the U.S. Postal Inspection Service. (Think of them as the mail cops.)
  3. File a police report.
  4. While neither of these options will help you get your package back, they can help law enforcement better understand and map crime rates in your area.
  5. If you paid for third party package insurance, or your homeowner's insurance covers it, then you should probably look at that option now.
It seems as though they don't offer a lot of relief to your type of situation. My fingers are crossed that your package was insured. Below is the link to file a claim if it was and a link for more information. Good luck!

USPS Tracking scam

Your not alone when you ask the question; a Seller from online purchase says they sent you the product you bought from them and even sent a tracking number that says it was shipped and delivered. Here is some info on how they do that and some insight.

1. Find reviews for the site you are considering buying from and stay away from known fraudulent sites.

2. Pay via Paypal or some other venue that will protect your purchase with "Buyer Protection".

3. These scammers will send a letter first class which already has a tracking assigned to it to your address so they have a way to dispute the charges with Paypal or whoever that they sent their product and the tracking number was proof of its delivery. In my case we ordered a dog kennel which weighed about 40-50lbs and per the Seller sent it First Class mail tracking, but the product should have been sent USPS packaging given the weight of the product, that's another clue of scamming.

4. These scammer may or may not respond to emails, most don't. another clue.

5. If you open a dispute they may close the case since the Seller claims a tracking was sent and shows "delivered". Talk or escalate to a manager. I opened mine with Paypal and they closed it, so i called into their help line and was able to talk to someone and explain to them what i tried to do to resolve and they sided with me "buyer protection" and refunded my full amount.

6. if you have an address or some way to identify the group or even a website. You can report it to their site at; https://www.uspis.gov/report

My order never arrived. tracking # 9361289692090083972160. Who do I contact for this package?

Go to USPS tracking and type your number. I just tracked it. Said it was delivered Sunday may29th on the front porch. But mail doesn't run on Sundays and Monday was a holiday. So it still might come but it says delivered.

How do I find a pkg that the computer says was delivered but it was not. [email protected]

You will need to contact the shipping company to find out where they left the package.
If it was USPS, I believe that the shipper will have to start the trace on the package.

I shipped an item first class and it was tracked and have time it was delivered but lady says she didn't receive the item. Do I have to give her a refund?

As long as you have delivery confirmation showing it was delivered, you are under no obligation to issue a refund. If the buyer were to open a case against you, you would be able to prove to eBay and/or PayPal that the package was delivered so they won't make you give any money back. You will need the delivery confirmation number from the post office, and when you enter that on USPS.gov under "track & confirm" as long as it says delivered with a date & time, you are in the clear.
