Depends what you are measuring. You need to repost with the material that you are measuring.
For example, 1 litre of water weighs 1 kilogram.
So, 1 litre of water weighs 1,000 grams.
Thus, 1,000 millilitres weighs 1,000 grams
So, 1 millilitre weighs 1 gram.
Thus, 18/1000 millilitres weighs 18/1000 grams.
I get 0.018 ml = 18 mg.
