Depends entirely on the AGE of your passport...
My 45 year old (GREEN) one wasn't...

KEEP THE OLD one...
it is still a vital CERTIFIED (PHOTO-ID) record...
but my expired (USA) PASSPORT is so old the eagles
head feathers weren't white yet...

Re-Apply...

The US Passport Office can be accessed easily through your local Post Office (has all the forms)...
You ought to give them a call to get a RECOMMENDAION for
the photograph REQUIREMENTS to save yourself any UN-NECESSARY additional trips...

And
All the appropriate CERTIFICATES
(BIRTH, MARRIAGE... Naturalization... (what-ever)).

In what country do you live?

Some countries have passports that expire every five years, e.g, your 2003 passport expired in 2008.
