Try setting the fan control to "AUTO" this will cause it to cut out with the compressor.

SOURCE: Amana PTAC PTC093A35AA won't blow heat
The reset button is located behing a panel on the front of the unit that is labeled Heat Reset. If that label is gone then look around, it is a small hole, small enough for a paper clip to fit through.
That being said, I have 137 of these units in one of my hotels and have not had a single one needing to be reset. You probably are going to need a new control board kit. These can be purchased from Amana. They are $130. Make sure that you have pulled the heater coil out and inspected it first. Also, there was a recall years ago where Amana was supposed to contact and send out new voltage switches. These are the round black things that the Brown heater wires connect to on the upper and lower side of the heating coil. You should also try to replace those if you find the coil in good condition. I have had those resolve heating issues. Most of the heating issues were a result of a bad relay on the control board though.
Please remember to rate this fix.
SOURCE: how to reset red lite on water filter,on front offrig
Press and hold the lock and water buttons at the same time for 5 seconds the green light will flash 3 times when it is reset. Good luck
Take the buttons off of your unit and remove the board cover by taking out the 2 screws on each side holding it in. You will See on the right hand side of the board 4 post specifically , 2 for your indoor thermistor and 2 for your outdoor. unplug your inddor from the board ( make sure power is off) and there should be a plate you can remove on the front of the unit on the right hand side of your evaporator coil , remove this and disconnect your thermistor from the coil (should snap right off ) pick up a new thermistor and just slide it right back in.
