Trying to change number of rings before voicemail picks up

When an outside call is transferred to my Norstar T7316 phone and no one picks up, it rings for a while and then is sent back to the person that forwarded the call with a "no reply" message. I know I need to change the number of rings before the voicemail picks up, but I don't know how.

M7310 voicemail

You need to access Admin programming in the phone system and navigate to Capabilities and change the Forward No Answer to the DN of the voicemail....if unsure of any of this you need to be calling your vendor that handles the system for all issues or questions.

Stop external calls ringing allow internal calls

The lines must be programmed to Appear Only instead of Appear and Ring.
This is done under Config/Sets/LineAccess/LineAssignment.

If unsure of Config password, programming navigation then call in a tech/vendor....1 hour min service call unlell your vendor has remote access via RAD or IRAD.

Voicemail is not picking up for incoming calls...

Sounds like you need to set the call forward no answer to the VM pilot DN for the set with the new mailbox.

Can I transfer voice messages to a cell phone

Yes and no (or maybe)

Your Norstar system is capable of outbound call transfers... transfers to people outside your phone system.

Most instances, the programmers shut off this feature of out bound transfers to protect your system from fraud.

A programmer will be required if you need this feature to work.

Otherwise, try this... outside caller calls in, (you want to transfer caller to a cell phone), press the TRANSFER button, pick an outside trunk (Line 2), and dial out, when you hear ringing, hang up.

The call will be transfered to the cell phone.

Voicemail

It sounds like you are using a voicemail service from a provider, meaning you did not buy the voicemail system with the phone system. If you confirm, I can tell you how to fix this.
