Right click on the blank area of the taskbar--uncheck LOCK THE TASKBAR, Click-and-Hold... Drag the Taskbar back to the Bottom of the Screen [or to any side you want your taskbar to be], and release the Mouse button. You will NOT see the Taskbar move
as you drag, it will 'snap to position' as though attached to the mouse pointer with elastic.

[Alt]+[Ctrl]+[up-arrow]

From your description of the problem, it looks as if the screen has rotated by 90 degrees.
