Is this your computer or someone else that had it before you?
If it is yours enter the email account and password for that before it was reset . If it was someone else that set this then it requires more work
This does not appear to be a camera as such - is it perchance a tablet ? If so, posting this query in a forum dealing with tablet issues may get you more help
Hi step 1 turn of tablet step 2 press & hold : volume up + volume down + power buttons step 3 in recovery menu use the volume down button to move the highlight & the volume up to select step 4 choose one by one"wipe data/factory reset "Yes delete all user data" and finally "Reboot system Now". jason please start your own post with your, OS ,windows, yes, windows what? version? and what you see on the screen exactly we cant guess and all that matters. now my wild useless guess, HDD is bad.
the infamous boot loops. are usually 1: bad HDD 2: corrupted OS< non stated by any one here, not one.
nor what the screen does, in the loop(details not stated) words on the screen matter, for sure. like "bitlocker" stuck, and more , lots more.
When the tablet boots up and first shows Chinese, you 'should' be able to select a different language. I assume the language list is in Chinese, so here are the characters that represent English:

If neither of those character pairs is on the list, or you do not have the option to change the language, please send me a picture of the screen once it has finished booting up and is waiting for input.
