The wiper governor is in the enigne comaprtment, driver side. You probably have a bad ground in the engine compartment casuing this issue from the engine swap.

The electronic flasher relay is located below the interior fuse block (Next to the hood release handle)

The computer is not separate, it is the main system computer. Unless you have tons of money, get your vehicle diagnosed by a qualified shop. Computers are expensive.

The turn signal/hazard lamp flasher is located behind the driver's side of the instrument panel to the right of the steering column.

REPLACEMENT

1. Disconnect the negative battery cable.
2. Locate the flasher assembly under the driver's side of the instrument panel. Press the tab on the flasher and slide it from the bracket.
3. Detach the flasher from the electrical connector and remove the flasher from the vehicle.
4. The installation is the reverse of the removal.
