This is a problem with the gearing in the CLUSTER - not anything else.

The red lights came on as I approached railway crossing,it was too late to brake, will I be fined

If the train didn't hit you, you and the engineer are about the only ones who will know, unless a cop saw you, in which case you would already have the ticket.
As of yet I haven't seen any traffic cameras that auto-mail you the fine for railway crossing infractions.

What is a laser meter?

A Laser Distance Meter sends out a finely focussed pulse of light to the target and detects the reflection. The meter
measures the time between those two events, and converts this to a distance. The formula is simple: Distance = A
(Speed x Time).

What an adapter I need to connect Nikon D200 with Metz 60CT4?

Just the regular Metz pc sync cord. Connect that to the sync connector on the side of the D200. The trigger voltages are fine. Set the camera to manual, 125th of a second. Set the slider on the back of the flash to the film speed you set on the camera. Use the "auto" slider to pick the "C" setting that approximates the distance you're shooting, and read the f stop off the scale. Set that on the camera. Try a test shot or two and adjust f stop, C setting, or film speed if it needs tweaking. Slow the shutter speed if you want more ambient light in the picture. Or of course meter it with a hand held incident light meter. I just did some shooting at a local horse show. Was in the stands so couldn't meter. Took some test shots of the people setting up the ring, and adjusted so when the competitors rode out I was pretty much on.

I have recently purchased the Navman S80 deluxe. Please can you advise if this model supports traffic information and if I need to buy a traffic cradle? How do I subscribe in order to receive updates...

Hi.
I have the same model.
It does support traffic information, but only using the traffic cradle.
The S80 is sold with the cradle as part of the deal.
If you register your Navman online you will advised where to get the updates.

Film speed override?

Press and hold the ISO button on the top left and rotate the command dial on the right until the film speed appears on the display. Release the ISO button and the speed is set.

In case your instructor hasn't told you, IR light is just below visible light on the spectrum and has a longer wavelength. Therefore, IR light will focus behind the film plane for a given setting. I.e., if you preset the lens to focus at 10 feet, the IR light will focus at a shorter distance. Unless your lens has a distance mark for IR, I would limit my shooting to longer distances and smaller f-stops to use the depth-of -field to compensate. When you are in focus for IR, the image in your viewfinder will be out of focus. The closer you are to the subject, the more out of focus the image will appear at the correct focus setting.

What are the flash metering modes?

The DiMAGE A1 employs three metering modes; ADI (Advanced Distance Integration) flash metering, Preflash-TTL metering and Manual. The ADI flash metering mode combines distance information from the autofocusing system with information from a pre-flash exposure. On the other hand, in Preflash -TTL metering mode, the exposure is calculated with a pre-flash only. Flash emission control is manually selectable in three levels from 1/1, 1/4, 1/8, 1/16. Pre-flash TTL metering must be used when a diffuser is attached to an external flash or a filter to the lens. Attachment of those accessories may cause error in distance information necessary for ADI (Advanced Distance Integration) metering due to reduced entering light. While manual output control is active, pre-flash will not burst.
