The centre pin is the earth pin and is important as it is the safety route to earth if there is a ground fault, which is important when electricity and water are close. Manual Page 7

You don't need to change the cable, just cut off the moulded mains plug and wire up a new 13 amp plug to it! You just need one of these

The cycle timer could be defective.

These seem like the siemens/bosch type. There is a heater relay that can go bad. Its in the front panel. Check the relays in the front panel for bad solder or burn marks.
