The date and time (and a lot more) are stored with every picture in its EXIF metadata. Any photo viewing/editing program should be able to display this data. To print this data, please consult the documentation for whatever program you're using to print your pictures. Depending on the program and printer you may print the date on the image, in the margins, or on the back.

How do I get the dat stamp to appear

The date and time (and a lot more) are stored with every picture in its metadata. Just about any photo viewing program can show you this data.
If you want the date printed, please consult the documentation for whatever program you're using to print your pictures. Depending on the program and printer, you may print the date on the image, in the margins, or on the back.

My camera shows that the date and time are set up but date does not print on picture when developed. it's a new camera and I just developed my first set of prints and there is no date on any of them. ...

On digital cameras, the data is stored with the filename. Check the back of your prints to see if the dates were not printed there. Most companies do put at least the date information on the back of the prints as well as any other metadata stored with the file produced by the digital camera. Unlike film cameras, which could only record the date by actually putting it on the picture, digital pictures contain metadata that can include things such as people tags, location tags (geotagging), etc. depending upon the capabilities of your camera. The date and time is always stored along with the filename on all digital cameras. If the company that printed your pictures did not include the date on the back of the picture, ask them if they can do it or find another source to print your pictures that can.

If this did not address your issue, please reply with any amplifying information so that I may more accurately address your issue.

I hope this helped!

I wanted to know how do i get the time/date on my pictures when i upload them on to the computer

The time and date (and a lot more) are stored with every picture when taken, and the data remain with the picture when transferred. Just about any photo viewer should be able to show you the so-called "EXIF" data. For example, in Windows Explorer if you simply hover the mouse over a picture it will show the date/time it was taken.

If you want the date stamp to appear when you print, please refer to the documentation for whatever program you're using to print. Depending on the program and printer, you may print the date on the image, in the margins, or on the back.

How do I get the date and time to show up on either printed pictures or on my downloads onto my home computer? I have set the date and time but it doesn't show up on anything, even my cameras own screen.

The date and time plus a lot more information is stored with each picture as "metadata". It can be retrieved in most photo editing programs. After downloading to your computer, if you just right-click on a picture file, the date and time will appear.
