It won't completely come on because the battery is burnt out I would suggest buying a new phone or a new battery but u will lose everything ether way you do it hope this has helped

The reason you're phone will not turn completely on is because the battery is overdrive it is burnt out I would suggest iether getting a new phone or a cheap battery
1. Back up all data on the internal memory 2. Turn off the device 3. Press and hold the Power and Volume Down buttons until the LG logo appears on screen 4. Quickly release and the resold the power button while continuing to hold the volume down button. 5. Factory data reset appears 6. Use volume down to highlight yes 7. Press power to confirm 8. Volume down again to highlight yes to erase all user data and restore default settings 9. Press power button to reset device
If it is configured to lock the screen it can yes if you don't know the code try 0000 if that doesn't work reboot phone and before the screen locks type 277634#*# it will open a hidden engineer's menu and you can choose master rest phone and it will set all settings and codes to default and turn the screen lock off for you.
