Perform a hardware factory reset - Samsung Galaxy Tab 2 10.1

1. A master reset will return the tablet to the default factory settings and erase all personal information on the tablet. All important information should be backed up before proceeding.
   With the tablet turned off, press and hold the Volume Up key.
   Note: To turn the tablet off completely, press the power key, tap Power off,and tap OK.
2. While holding down the Volume Up key, press and hold the Power key.
3. Hold both the Volume Up key and the Power key until the Samsung logo appears.
   Release the Power key when the Samsung logo appears.
   When the Samsung Galaxy Tab 2 10.1 logo appears, release the Volume Up key.
4. Press the Volume Down key to scroll to wipe data/factory reset.
5. With wipe data/factory reset highlighted, press the Power button.
6. Press the Volume Down key to scroll to Yes --delete all user data and press the Power key.
7. Once the wipe is complete, press the Power key to select reboot system now.
8. The master reset is now complete. The tablet will restart.

You need to do a factory recovery. Follow the link and read the information there n doing a reset. Two Ways to Factory Reset Galaxy S6 and Galaxy S6 Edge

Method 1: From Startup (Tab 4)

1. With the device off, press and hold the "Volume Up", "Home", and "Power" buttons.
2. Release the buttons when you see the recovery screen and the Samsung logo.
3. Use the volume buttons to navigate the menu and select "wipe data / factory reset". ...

Gobto your settings then go to general then go to backup and reset open backup and reset and there you can factorybdata reset your device.

They are very easy. do a factory reset to clean up the per install software and it will walk you thru the set up.

If resetting does not fix it, I'd hazard a guess there might be damage to the screen itself.
