I have a infantry quartz and I cannot set the time because the hourshort arm seem to be stuck. However, the minute arm still respond to setting attempt.

On most watches you pull the button out a little for moving the hands and some further for date setting. Hands are to be turned in clockwise direction and therefor, before setting the time up to the minute, be sure the date does not turn over at midday. Quartz watches may have two small recessed buttons on the side.
without seeing the clock .....are you sure it isn't something as simple as the hands ( arms) detaching from the centre spindle which continues to turn but without the hands. Alternatively have the hands become stuck on something on the clock face or become intertwined themselves ? Very simplistic but all I have to offer...
Yes. The minute hand ticking every 10 seconds is normal. Losing time is either battery or a movement malfunction. Only a trained watchmaker (or presumably Omega) can determine which. Take it back to Omega
mcdevito75 here, If you replaced the battery yourself you may have moved the quatrz movement and mis-aligned the buttons the thier contact spot on the quartz movement. You"ll have to open the back nd check by pushing gently on each button 1 at a time to make sure each button is makeing contact at the right spot on the quartz movement, also even if the battery is new it can still be weak or dead as they have a shelf life, also you may need the exact battery number Casio recommends, a small watch repair shop in your area can advise. The 2 buttons you need to set your watch are MODE and SET. --------- Press and maybe hold in the MODE button, 2--3 seconds, MODE button usually on the right side of watch caseing, see the display flashing, now press set to set each function, (hour, minute etc.) press MODE after ecah function is set, (hour, minute etc.) once everything is set, press MODE again to see steady display.
Actually the sweep arm can be set to 0 and will probably have to be every time you have the battery replaced. To set the sweep arm pull the stem and crown out to the first or second set position then press and hold down the start button. The sweep arm will move into position and you can let go of the button when it is where you want it. Make sure to set the right time and replace the crown in the time position.
