Sounds like a virtual US number. some companies sell phone numbers with this prefix for use by international companies. making it possible to dial a us number to reach the company.

it may also be used by private people not from the us to keep in touch with family in the states relatively cheap compared to international calls

In Australia the IDD code is 0011 for voice calls, in the U.S. it is 011 and in the UK it is 00.

The + is to be substituted for your international calling prefix in your country.
Most countries use 00 but check with your telephone company.
Ex if you have to dial +44 321 123 4567 you would dial 0044 321 123 4567
