Buy a replacement power supply fan
or
buy a replacement power supply - dearer option but power supply may be faulty if fan is not running and you fix two problems however be careful with AC input voltage that it matched the power point voltage. or smoke and broken power supply ! take old power supply to computer shop to ensure correct power supply is purchased.
or
if it is the cpu fan
buy a replacement cpu fan and thermal paste.

Possible cheaper options if fan choked full of dust
get a can of compressed air and blow the dust out of the power supply and cpu fans outside your dwelling not inside your your office/ home.
Power supply fan may need a drop of machine oil if noisy or its bearings are worn out..

Sometime even if the power and voltage is correct it may be the problem with the smps. Check the cable first and you remove/Change the RAM and try.

Dell tower desktop Dimension 5100. Tower makes whistling sound.

sounds like it could be a bearing in your hard drive. is this problem constant? If so, I would open up the tower and disconnect the hard drive and then power up the tower again. if the sound goes away--you need to get a new hard drive. If not, you could have some dust bunnies in your cooling fan.

Dell Precision 670 Workstation REALLY LOUD and NOISY

It could be due to a failture of either the SMPS fan (Power Supply), the system cooling fan or the Videocard fan... Now checking the power Supply fan issue is easy... Take a toothpick {wooden} n insert it between the fan fins at the back of your tower... This is the fan that is visible from the back of your tower... Now if the noise stops then it is the SMPS fan issue

If it still persists then do the same procedure with the CPU fan located on the inside of the tower.. this is a bit tricky but you seem tech saavy enough to do so but anyways this is the link for a step by step procedure of getting inside your desktop

The third case is the Graphics Card... now there is no way we can say this with certainty but you can do this... remove all connections from the back of the tower.. remove the graphics card, connect just the power chord n start back up... if the noise is gone then the Video Card is the culprit.. REMEMBER TO REMOVE POWER CHORD ALL TIMES YOU OPEN THE TOWER N BE VERY VERY CAREFUL N FOLLOW THE MANUAL  :-)

on the computer you will see 4 leds labled A B C D. make sure all are Green. if not there is some issue withe the system.
