Press [Ctrl]+[Alt]+[Del] to bring up the Windows Security screen, which provides users with five options including Windows Task Manager. Just click Start Task Manager. Right-click the taskbar and you'll see the context menu. Then, just choose the Start Task Manager command.

How can I get new windows to open at the left side of the screen?

This is the default behavior for windows when opening a new window when another instance of the application is already running (if multiple instances are allowd to run). I have never seen any kind of information or registry hacks that can override this behavior. If you are just looking at keeping Task Manager visible, you can always use the Options menu in Task Manager and check the Always on Top option. Any new windows opened will appear under the Task Manager.
