Check the specs in the manual to determine the voltage/polarity (may also be next to the plug input on the camera) is the same and you may be able to use a generic adapter like those you'll find on Amazon for JVC GZ camcorders like this:

Camcorder not charging

Camcorder not charging bought new charger camcorder only used twice

Are you trying to charge it with the camcorder or a seperate battry dock. Some of them won't charge through the camcorder but only throught the dock. what type of camera and other specifics would help you get better results.

Battery Won't Charge on JVC GZ-MG275

The only suggestion is that it's a faulty battery. You said the camcorder is new, take the battery back, it's under waranty, and get a new one.
