Typically no...

Not unless you got it out of a BUBBLE GUM MACHINE.

Those buttons are not for show...
Properly INITIALZED ... the buttons should allow you to check lapsed time... total time... a vast array of other "STUFF".

Even the cheesy knock offs have working chronometer...
chronograph functions...!!

How about you put down a few specifics... make model... and do a search on the internet.

You will likely find the owners manual... with all the trimmings!!

The you can do what we techies call RTFM...

Read the manual... It always helps!

How do I set the time on my gold watch that has three buttons

As your watch has 3 buttons I am assuming that it has the main dial and 2 sub dials maybee to show the date. The centre button should pull out (DO IT GENTLY) and either will stop or click ,you should then rotate it to set the time, when done push it back in to start the watch running.
The 2 outer buttons probably work by pushing them in a click at a time to set there respective dials.

How do I make the watch stop chiming on the hour?

It seems that most 4 button electronic watches have similar directions. There should be four buttons. Clockwise from top left is the Light button, followed by S2 (Stop), S1 (Reset) and finally on the lower left S3 (Mode). Who knows why they are numbered this way. To set hourly chime Hold down S1 and press S3. When all 7 day flags show the chime is on. When they are off the chime is off. To set the alarm hold down S1 and press S2. Alarm icon will display or go off. Release S1 button and display will return to normal time. Hope this works for your watch

10 year old Seiko Kinetic (model5M62-0B00) blue face. Last week stopped and after some shaking started again but seconds moved in 2 sec intervals for a few hours. Went OK for a week and again last night...

After 10 years it will be likely that the Kinetic capacitor will need upgrading. Your watch is designed to tick in two second intervals to tell you the power is very low. The power button will work again when it has some power to show. Yorkshire Watches www,yorkshirewatches.co.uk can do the upgrade for you if your in the UK. Give them a ring.

I have an Athletic Works watch and can not turn off the alarm.

the mode button controls the different functions of the watch.  time, alarm time, stopwatch, timeset, alarmset, in a repeating cycle.  Make sure you are on the time function (seconds ticking and changing every second, but not flashing twice per second.  This is the normal mode that shows the time.
A press of the lap/reset button (labeled) will show the alarm time, Unpress will show the time of day. Press again toshow the alarm time. Press and hold the lap/reset button will show the alarm time again, but it will hold there.  While holding this lap/reset button, press the start/stop button (labeled). This will turn on (or off) the alarm (tiny indicator).  Press this start/stop button repeatedly (while still holding the lap/reset button and you will see the indicator turning on and off with each press.  Stop this button pressing with the indicator OFF, let up on the lap/reset button, and the time will return to the screen.  The alarm will now be OFF.
