I have this problem too
but when I get to safe mode
it won't do anything
I select safe mode, power button, nothing
I select factory reset, nothing
please tell me what I can do to make this work

You will have to try and reformat it if you can (most will not allow you to) I say this because if it has been disabled the reformat option will not be available as the iPad or any iOS device is in "security"
Mode. (It thinks that it's been stolen and someone I trying to access the private data) your best bet is to call apple or if you still have the receipt, take it to the place of purchase and have them swap the unit.

YOU GO ON SAFE MODE AND CREATE A NEW ACCOUNT . TO GO IN SAFE MODE PRESS F8 BUTTON WHILE BOOTING WINDOWS. ONCE IN SAFE MODE CRATE A NEW ACCOUNT, THEN RESTART THE PC. ONCE YOU RESTART LOG ONTO THE NEWLY CREATED ACCOUNT AND GO:
CONTROL PANEL> ADMINISTRATIVE TOOLS> COMPUTER MANAGEMENT> ON LEFT SIDE SELECT LOCAL MANAGEMENT AND GROUP>THEN SELECT USERS>THEN U WILL SEE LIST OF USERS .
RIGHT CLICK THE USER U NEED TO RESET PASSWORD THEN SELECT ALL TASK SET PASSWORD>CLICK PROCEED> THEN LEAVE NEW PASSWORD AND CONFIRM PASSWORD BLANK THATS ALL
