Well im not sure why a pellet stove question is here in the pool section , but I do own a pellet stove (and a few pools too) SO I can offer one thing to look for , there is a small switch on the side of your burn chamber (soup can looking thing) this switch is what controls your fan to come on . it works by sensing heat from burn chamber and then turning power on to fan , its possible this isn't passing any power on yours ?

I cleaned my Harman Pellet stove today and when I went to start it the feed motor won't start. The blower runs for about 15 sec then shuts down

Test the feed motor with a jumper and wire power to it directly, if that fails to make it run you have a defective motor.

If you are just running the blowers and what not, then yes you can. Blower motors do not take more than between 200 and 500 watts or so, so you should be okay running the blowers.

Harman P68 pellet stove glass fuse blows after 1 minute.

You can do some troubleshooting by looking at the glass fuse after it has failed. If the element looks melted and there is no other discoloration, then the fuse probably blew as a result of an overload somewhere. If the fuse is burned black, then it's probably a short in the system.

You can meter the motors to see if they are shorted anywhere or open.

It sounds like you may be correct about the circuit board.
