Hi Brian, Normally caused by a short within the controller, the switch circuit is not turning off,
I offer free testing service, you only pay for the return postage..
Also what can happen is the horn switch get water inside so conducts and turns on however turning the scooter off will stop this noise..

Its probably too late to give my opinion, but here goes anyway.
I had a similar problem with my mothers scooter and it turned out to be a faulty connection on the wires leading to the motor. I simply pulled the plastic connection apart, cleaned and lubricated the contacts, refitted the connection and all was well.

The control seems to be the issue. I have rewired so many scooters. When you have power and it wont go, it is usually the control. If you cannot afford the part right away, you can rewire it or have it rewired direct
