Look for a fuse buried inside the tiller. You can get a service manual from the scooter manufacturer's website

Most of these chairs have a clutch release lever near the motors. Move it into free-wheeling and it should roll nicely.

Been a while since I messed with tires and nomenclature, but as I recall, the "R" just indicated that it was a radial tire. Not really necessary anymore, as bias ply tires are virtually non-existant in passenger car tire sizes. I wouldn't worry about the absence of the R on the new tires. I assume you're looking at tires at a tire shop or tire retailer of some sort... they should know what the deal is.
