Bob on each brake at the motor there is a micro switch that the controller gets connection info as to wether or not the chair is in freewheel. I have seen these switches break and therefore the controller thinks the chair is in freewheel. you could also have a bad brake solenoid that is not activating the brake when you try to move. I think the micro might be the problem because you say it flashes 9 times as soon as you turn it on. You can get just the brake assembly from Pride instead of buying the whole motor/gearbox assembly. You didn't say if you bought the chair or Medicare.
