Normallly, if the picture size button on the remote for the television does not achieve the desired affect, then, a cable box or a satelite box is where the change needs to be made.
For example:
Some Motorola Cable receivers need to be set up in the menu to go to a wide screen or zoom mode when an analog signal is detected. There may be a format button on the remote.
Some Dish Network boxes have Size buttons on their remotes and also in their main menu.
It's difficult to determine the repair without knowing the types of the peripherals.

I have the same problem with my insignia.
The screen was all "pixel-ated" .
Sometimes the picture would be clear and then it would go all fuzzy.
One day in frustration I kinda smacked it. Guess what? ... the picture cleared up.
Since then about once a week I kinda have to smack the right or left side jst to the left or right of the screen.

Go into the setup menu of the TV, and you'll find a category called DISPLAY or ZOOM. That's where you can change the aspect ratio so that it fits on the screen. You'll probably get a gray band on the top and bottom of the screen due to the re-sizing.

You're actually my first when it comes to this site, so hopefully this fixes your problem!
Step 1 - Turn off the cable box, but leave the TV on
Step 2 - On the front of the 8300HD, press the "guide" button and the "info" button at the same time
Step 3 - Choose "HD" for High Definition, or "SD" for standard definition. (Sounds like you're HD?)
Step 4 - Choose the aspect ratio 16:9
Step 5 - Choose "progressive scan" if it asks you.
Now press the "power" button on the box, does that fix it?
