press on the flapper and see if the water fills and stops filling. If not replace the fill valve. replace the flapper if when you force the fill valve closed or shut off the supply water to the toilet and it drains out.

There is a volume control screw on the valves usually a plastic thumbscrew on side of valve turn clockwise until they quiet up the plumber should have adjusted that these are very tempermental toilets but when adjusted properly are excellent toilets I have 2 in my own home
You need to either bend the arm that connects tot he float down (if it is the type with the ball float) or adjust the height of the fill valve assembly. THis accomplished by slightly twisting the valve assembly carefully and sliding down a half of an inch or so and then twisting back to lock it in place.
