I don't know the answer to your question Michelle but I just thought you would like to know here in the UK old electronics no longer go into landfill. Most municipalities have waste disposal sites where householders must take their own "special waste" and old electronics are packed into a large container and sent for specialist processing and reclamation.
There is also a law that says retailers must either take old electrical and electronic items from their customers and send them for processing or at least tell the customers where the nearest recycling centre is.

Testimonial: "thank you very much, Taylor."

If soil comes into contact and mixes with the waste, the waste is considered a bulk PCB remediation waste because it is waste containing PCBs as a result of an unauthorized disposal. If the waste has not become mixed with the soil, it is PCB bulk product waste.

How do PCBs get into natural gas pipelines?

Sources of PCBs in Natural Gas Sector: PCBs are most likely to be found in equipment associated with the processing of the natural gas (Phase 3). For example, old transformers and capacitors, other electrical equipment including voltage regulators, switches, reclosers, bushings, and electromagnets, oil used in motors and hydraulic systems at gas processing plants. In addition, major interstate natural gas pipelines transport natural gas from production areas to local distribution companies (LDCs) that distribute the natural gas to industrial and urban customers. PCBs were used in turbine and air compressors as a hydraulic/lubricant and a plug valve sealant by some large interstate natural gas transmission pipeline companies and by some smaller LDCs. Some interstate pipeline companies may also have had PCB transformers and/or PCB capacitors at large compressor stations and/or maintenance facilities. Similarly, old gathering lines, which move gas from the well/well field to the gas processing plants, might also have compression stations that contain legacy PCBs.

How must I dispose of fluorescent light ballasts with PCBs in the potting material?

This depends on the concentration of PCBs in the potting material and whether the ballast contains an intact or non-intact PCB small capacitor. If the PCB concentration of the potting material is <50 ppm and the ballast contains either no PCB small capacitor or an intact and non-leaking PCB small capacitor, you can dispose of the ballast as municipal solid waste (see §761.60(b)(2)(ii)). If the PCB concentration of the potting material is $50 ppm and the ballast contains either no PCB small capacitor or an intact and non-leaking PCB small capacitor, you can dispose of the ballast as PCB bulk product waste in a TSCA incinerator, a TSCA/RCRA landfill, a facility permitted, licensed, or registered by a state as a municipal or non-municipal non-hazardous waste landfill, or by means of an approved destruction method, decontamination, or risk-based disposal method (see §761.62). Regardless of the PCB concentration of the potting material, you must dispose of ballasts containing non-intact or leaking capacitors as PCB bulk product waste in accordance with §761.62(a) or (c).

Can I transport soil off site to a laboratory for toxicity testing? Must I notify EPA?

You are not required to notify EPA prior to using PCBs in research and development under this section. However, processors and distributors of PCBs in small quantities for research and development must report certain information about their activities to EPA http://www.qjpcb.com/ Skype : wang.michelle35

Under §761.30i, is use of organic liquids for characterization of the natural gas pipeline system required?

thats three similar questions

yes it should be defined and recorded in ppm
natural gas is extracted from the ground and will defiantly have organic molecules in vapour form
same goes for oils, gas, electricity ,cooling systems , water and flammables piped anywhere in the world ......
....international stds are the norm
there are check valves , filters blow pipes pressure valves and other systems to eliminate any risks built in to the pipe line network

if you are employed in the industry there should be a big book some where in the office or work place with all you local and state regs
and hotline phone numbers to guide you

40 CFR §761.30(I) definitions
(l) Use in capacitors. PCBs at any concentration may be used in capacitors, subject to the following conditions:
(1) Use conditions.
(I) After October 1, 1988, the use and storage for reuse of PCB Large High Voltage Capacitors and PCB Large Low Voltage Capacitors which pose an exposure risk to food or feed is prohibited.
(ii) After October 1, 1988, the use of PCB Large High Voltage Capacitors and PCB Large Low Voltage Capacitors is prohibited unless the capacitor is used within a restricted-access electrical substation or in a contained and restricted-access indoor installation. A restricted-access electrical substation is an outdoor, fenced or walled-in facility that restricts public access and is used in the transmission or distribution of electric power. A contained and restricted-access indoor installation does not have public access and has an adequate roof, walls, and floor to contain any release of PCBs within the indoor location.
