This is an indication that the pressure switch is not working. When it completes the circuit thru the pressure switch it send power to the heater. It is the last fail-safe before power goes to the heater.

SOURCE: raypak pool heater piliot light on heat will not turn on

Make sure that gas control knob is set to ON (counterclockwise). Make sure that ON/OFF switch is ON. Check that temperature setting is high enough to call for heat. Make sure pool pump is running and water is flowing to unit.
If not above there is a diagnostic procedure on page 33 of manual at:

I have a Pentair minimax 250k electronic. Opened pool today and when I turned power on to the heater, it won't get through startup sequence. Dashed lines flash, then 888 and service light comes on. ...

Most of the time I have found the problem to be the thermistor. It is located on the water manifold of the heater. Usually the panel lights, flashes then to 888 and back to dashed lines. SW light is green, and service light is red. It costs 25 to 45 dollars, and takes 5 minutes to repair. New thermistor looks identical to old so replacing it is very easy.
