E9 is the code for heat pump failure. If you can locate your reset button, reset the unit. If it doesn't work, you might want to consider getting another unit

I believe error E9 is a touch pad error. Shouldn't the unit still work via the remote?

No the control panel recognizes the error pre remote signal therefore the remote won't work either. You may need to replace the touch pad.

Some air comes out of the vents around the house, but the air is not cool. The circuit breaker in the basement is in the off position and will not return to the on position.

Sounds like an electrical short thats keeping your breaker from re-ingaging.
Iwould guess the compressor.

Got error code e9 on freidrick ac

e-9 Unit cycles(Heat or cold) 3 times per hour.Unit undersized /High load conditions.Fix higher capacity of the unit.

The compressor doesn't turn on; it just displays a 12. Sometimes it goes on a while later.

That sounds like the overload is on the way out. Remove the cover atop the compressor and check the overload for signs of distress. Make sure the capacitor is not swollen looking or leaking, another sign of a capacitor going out. 69d27fe.jpgd4a019c.jpg

You can judge if your thermostat is working by listening for a click when you rotate the knob.

The fan on the outside unit is powered from it's 240 volt source. Check that the breaker for the outside unit is not tripped. Also, a contactor is inside the outer unit that starts the fan - it may be faulty.
