Sounds like an electrical short thats keeping your breaker from re-ingaging.

That sounds like the overload is on the way out. Remove the cover atop the compressor and check the overload for signs of distress. Make sure the capacitor is not swollen looking or leaking, another sign of a capacitor going out.
The fan on the outside unit is powered from it's 240 volt source. Check that the breaker for the outside unit is not tripped. Also, a contactor is inside the outer unit that starts the fan - it may be faulty.
