My initial tests revealed it might be with this lens, the Canon EF-S
17-85mm f/4-5.6 IS USM, might have been causing the error. Yet, I still
have to do more rigid tests, as when I attached back this lens after
rubbing off gently its gold contacts, error was gone again.
The flat printed cables inside the lens unfortunately develop small
cracks over the years and this causes the lens to fail. The repair is
NOT easy, you have to tear down the lens all the way to it's base
components and replace the flex cable on the aperture diaphragm. The
cable and the diaphragm are available online, but again it's not a
simple repair and most people should not attempt it themselves.
I bought a flex cable from ebay for my efs 17-85mm lens. Maybe you can try ebay and search for flex cable efs 17-85mm (to find similar suppliers) or search for the efs 17-85mm zoom contacts. The part that is broken sends the actual zoom position of the lens to the camera so that a Canon external electronic flash can correctly set its flash zoom position and the exif data is correct.
I hate to re-invent the wheel (and I don't want to cut 'n paste someone else's hard work to present as my own) so please click here for a likely practical solution which usually works and for Canon's own suggestions on the error 99 fault.

I hope this answers your question the placement of the motor is fairly straight forward be real careful when you work with the circuit to avoid it shocking or any static discharge.
