if this is apart of a smart tv may i recommend to make sure you can tell the difference whether or not you are experiencing a software related issue with the tv or b a hardware related issue with the remote. ( what will need to be done is the tv will have to have the power cord physically removed from the television. wait roughly 2 mins. once this is done plug it back in. the device will boot back up. once the tv is back on pick up the remote and try the process all over again. let me know how you make out.
Press and hold down the SETUP button located on the remote. Wait until the INDICATOR light turns on. It will blink once the button is pushed, however once you see the indicator light stay one, release the button. Click the button to the DEVICE you wish to program. If it is a TV, then click the TV button. If it is the cable box, then click CBL button. After doing so, the indicator should still stay on. Press the DOWN CHANNEL button several times until you see the RECEIVER yo wish to program respond. Example: If it is a TV, then you will notice the CHANNEL change once the remote locates the correct settings for that receiver. If you see the receiver respond and you are pushing the down channel button but nothing is working, it means you passed the internal settings of the remote to the receiver. Try pushing the CHANNEL UP button slowly. It may be able to relocate the the proper settings. Once you see the channel change again, press ENTER to program the remote. If this fails, retry the same steps. In some cases you may miss the correct internal settings.

Press the desired mode button (TV, VCR, DVD) and release
Press the POWER button slowly, but repeatedly until device turns off. While doing this, the red indicator blinks then stays lit
Once the device turns off, press and release the Enter button to install code. The remote should be synced to the device.
Another view: Someone on another board pointed out that with some newer models you do not need to press the CHANNEL UP button repeatedly. Rather, you press it only ONCE, and the device will cycle through all the code possibilities. When the TV turns off, it means that the proper code has been found. Immediately press the Enter button to install that proper code. This method (and no other) worked for me.
Turn the receiver off using the front panel power button and then press the channel up button and hold it until the unit powers on. This will bring you to the system info screen. There you will see the remote address the remote needs to be programmed to- usually 1. Now press and hold the SAT button on top of the remote until all buttons on the top lite up and release. Now key in the two digit number shown on the screen - numbers under ten will be preceeded buy a zero. Now press the pound sign on the bottom right of the keypad. The SAT button will flash three times and then you will need to press the record button . YOU SHOULD BE ABLE TO MANUEVER THE HIGHLIGHT ON THE SCREEN AND EXIT OUT OF THE SCREENS . Just like your DISHNET you need to be on Ch 3 or 4 what ever is open.
turn on your DISHNET and your Trutech T650-DR Do you see a Trutech logo on your TV?
If yes, Keep pressing the source Button on your Trutech T650-DR remote Tell you have a TV Ch. then press the return button.
use your DISHNET remote to watch your tv.

you need to program one remote with a different code, power off or unplug one of the receivers. Go to the other receiver and hit the system info button at the receiver. Now read the remote code at the bottom of screen would be a number between 1 to 15. Program the remote for a different code than what it shows. Push and hold down the sat button on the remote and leave go light will blink, enter code say 14 and the pound key. You will see the light blink 3 times on the remote. Now that code is entered in the remote now with that system info screen up on the tv watch at bottom where code is and hit the record key on remote and you will see it change to 14. All done . now just plug back in your other receiver.
